Improvements and new configurations.
User interface, security and integration capabilities are introduced:
- Biometric signature with SignServices. (#2997)

- Language correction in some delegation messages.

- Fix users who can delete requests. Administrators with edit permission are allowed to delete requests. Users who have received the new request email are notified of the deletion request.(#3003)
